Elena Guncheva is an attorney at law, a member of the Bar Association in Plovdiv since 2010. Her legal practice began in 2000. She graduated from the University of Plovdiv in 2000, acquiring a “Master of Law” degree“.

In the period 2000 until the end of 2009 she had worked as chief legal advisor at the Municipality of Plovdiv, department “Municipal Property”- 8 years, as well as 2 years at the “Legal services” department. She has experience in the field of drafting projects of legal acts, administrative acts, property and obligation law, administrative law, commercial law, labour law, spatial planning.

She has considerable experience in the field of administrative services and cases, related to the municipal and state administration; analysе, related to privatization and concesiions; public procurement; participation in public tenders and draft of related documents.

She has considerable experience in application of the Law on municipal property, Law on state property, Law on concessions, Public procurement law, Spatial planning act, etc.
